This upgrade is especially slow because it's usually a big table.

Perhaps we should delete some stuff out of
notification_internal_activity before attempting it (see bug #645744).

Alternatively rewrite the upgrade (http://onehub.com/blog/posts/adding-
columns-to-large-mysql-tables-quickly suggests an easy way to speed this
up on mysql).
