Public bug reported:

In https://bugs.launchpad.net/mahara/+bug/547564 we removed the option
to set up sso in both directions between Moodle and Mahara, because it
doesn't work, it just creates duplicate accounts.

However if the undocumented usersuniquebyusername option is enabled,
then sso in both directions can work and we should add a 3rd option to
the drop-down.
