As Sergio reported on the forum
(http://mahara.org/interaction/forum/topic.php?id=2630), it is possible
to create two (or more) users with the same email by filling in the
registration form multiple times prior to completion of account
registration process by following the link in the email. Each of
received registration emails can be used for creating individual
accounts with the same email address.

The possible solutions have been pointed out in bug #692614.
