This is actually a feature of the new anti-spam protections that were
added in 1.3.

If you reload the page, it will randomly swap the order of these fields
to prevent automated scripts from using the registration page.

Bug description:
  The order of the registration fields is different in Mahara 1.3 (tested on demo, but also seen on other installations) depending on whether you can register only for one institution or if you can choose the institution.

The order when only one institution is available:
Email
First name
Last name

The order when multiple institutions are available:
First name
Last name
Email

It would be good to decide on one order. I'd go with First name, Last name, Email.
