I don't think it has anything to do with institutions.  Since the anti-
spam stuff came in, the order is randomised every page load to make
things a bit harder for bots.  Contact us is similar.

  Order of registration fields

Status in Mahara ePortfolio:
  Invalid

Bug description:
  The order of the registration fields is different in Mahara 1.3 (tested on demo, but also seen on other installations) depending on whether you can register only for one institution or if you can choose the institution.

The order when only one institution is available:
Email
First name
Last name

The order when multiple institutions are available:
First name
Last name
Email

It would be good to decide on one order. I'd go with First name, Last name, Email.
