I think any member should be able to create own groups and belong to any
number of groups. Otherwise the community will be very static. Other
platform such as ning/jomsocial provide it.

Bug description:
  Wishlist: Currently admin is not able to change and edit  a group's category.
  I think this function is useful to have.
  I was trying to assign categories to groups, I could not able to find it.
