If the admin allows any member to create groups, then they can do so.
You can change the settings in Site administration -> Configure site ->
Group settings.

Unfortunately, I don' understand your previous comment ""My original
feature request is that I as an admin want to users to a certain group
since I know they belong to that group." Do you want to invite users to
a group? Do you want to advertise it more?

Bug description:
  Wishlist: Currently admin is not able to change and edit  a group's category.
  I think this function is useful to have.
  I was trying to assign categories to groups, I could not able to find it.
