[Bug 750710] [NEW] Allow institution admin to send a message to all institution members
Public bug reported:
Currently, there is no easy way for an institution admin to send a
message to all members. They would have to create a controlled
membership group and use a forum. However, then managing members becomes
difficult as new ones have to be added and old ones removed manually.
The institution admin should have the possibility to send a message to
all members.
Along the same lines, a site admin should be able to send a message to
all users of the site, e.g. for important information like "site is
unavailable from ... to ..."
