Bug description:
  If group categories are turned on, but no categories (yet) exist,
  anywhere which tries to add categories to a list of options results in
  an unsupported operand types:

  Fatal error: Unsupported operand types in
  /home/nicols/mahara/htdocs/group/create.php on line 58
