    Allow plugins to add to admin menu (bug #799989)
    
    Calling the plugin menu_items() functions outside the mahara_standard_nav
    function allows artefact and interaction plugins to add items to the admin
    menus.

Bug description:
  The admin & institutional admin menus can't be added to by plugins,
  and are not so easy to edit with the local_main_nav_update function
  because the menu arrays don't have keys.
