[Bug 806615] [NEW] Unable to specify the language of a Page/View

This may be related to #800127
For multi-language sites, only one language can be selected as the site
default. This makes it difficult to prepare a public page (view in 1.3
speak) for anonymous users which is in another language pack. Let me
suggest there is a new page (view) property "Page language". It can be
either null (then site language is used) or set to some installed lang
pack.
Use case:
1. The site default site is set to Czech
2. I create a page (view) and set its property "Page language" to the English
3. When anonymous user comes, the language use for links like "comment" or "report content" are displayed in English
4. When authenticated user comes, the language set in their profile is used
