I came across this bug when I edited an LDAP authentication for an
institution. When you have a bind password.

If you edit the authentication, it brings up a window with all the
values filled in except the password, when you submit, it overwrites the
password with '' unless you enter in the password.

The patch on gerrit makes it so that when you edit the authentication,
the password is set for that input field, so you can save without re-
entering the password.

  If there is no value attribute, and nothing in GET/POST, it should
  fall back onto the defaultvalue attribute, like textarea elements for
  example
