  Information needed for learners on how to import LEAP2A portfolio file

Bug description:
  Learners need a bit of information on how to import a LEAP2A portfolio
  file. If there is an export, portfolio users should also get
  information on how to import their portfolio / which options for
  import are available and how to get in touch with admin to do it for
  them.
