[Bug 986005] [NEW] If a user has an authentication method of BrowserID in an institution they are not a member of then their login fails

 

Public bug reported:

This only happens if "No Institution" (or any other institutions the
user is a member of) has no BrowserID authentication method.

This is a problem with the new registration method in bug #986004, where
the user still needs to be approved by the administrator even though
they have a mahara account. They won't be able to login with this
account, even when the administrator declines their request to join.
