    Delete "Institution" from 2nd level menu item (Bug #998940)
    
    to delete superfluous words in the menu where
    they aren't necessary.

Title:
  Change institution navigation items to not include "institution" in
  2nd level

Status in Mahara ePortfolio:

Bug description:
  When you are in "Institutions" (as site admin) or "Manage
  institutions" (as institution admin), the second level navigation
  reads "Institution staff" and "Institution administrators". It should
  just read "Staff" and "Administrators" to avoid overly long menu items
  (esp. when drop-downs are not turned on) and to be consistens with the
  rest of the menu which doesn't have "Institution".
