Public bug reported:

When you are in "Institutions" (as site admin) or "Manage institutions"
(as institution admin), the second level navigation reads "Institution
staff" and "Institution administrators". It should just read "Staff" and
"Administrators" to avoid overly long menu items (esp. when drop-downs
are not turned on) and to be consistens with the rest of the menu which
doesn't have "Institution".
