Why not to put the German files into the langpacks folder and your own
German translation in the local folder. That way you will take advantage
of the official translation you can easily upgrade and your own files
that remain untouched.

  in moodle - using the GUI?

  Is it possible to integrate this feature into the admin-/plugin-site?
