Did you make sure that you have "Confirm registration" turned on as well
or only "Allow registration"? The registration reason box only shows up
when "Confirm registration" is enabled as it is only implemented for
that feature.

Bug description:
  Version: master
  Assumptions
   - a Mahara site having several institutions. 
   - only one institution has BrowserID authentication plugin.
   - an unregistered user who want to register to the institution via BrowserID.
  Actions
   - click BrowserID button in login page.
   - enter email/password in BrowserID(Persona) page.
  Expected results
   - a register form with "Registration reason" text box to join the institution.
  Actual results
   - info about institution is missing.
