Public bug reported:

I want to delete 1 institution from my instance (master). That
institution had 1 user which I removed from the institution. The user
does not have any auth method from the institution to be deleted
anymore. When I attempt the deletion process, the following warnings are
displayed and a generic "Site unavailable" message displayed. Might this
be similar to what was already be fixed in Bug #548166?
