  folder link in group and institution files area is incorrect

Bug description:
  Just the hover over link, clicking on it still does the right JS. But
  opening in new tab/window will not work.

  Example group link /artefact/file/groupfiles.php?group=1&amp;folder=5
  (should just have &, not &amp;)

  Example institution link
  /artefact/file/institutionfiles.php?institution=fg&amp;folder=8
