[Bug 1039936] [NEW] Store theme preference in a cookie

This is an extension of #793308

If a user is choosing their theme based on which institution they are
currently at, they might like to be able to set this semi-permanently
for the computer they are using. This could be done by having theme
cookie which would override their set preference.

If the database-stored theme preference is overridden by a cookie, this
should also be made obvious in the user's settings, with a way to allow
them to disable the override if they decide they no longer want it.
