Public bug reported:

The "fullscreen" option now only opens up to somewhere between 1/4 and
1/3 of the screen.

Altering the browser's viewport in some way will trigger it to go full-screen, however this will never show the full contents of the text area.
 - Firefox: will only scroll to part-way through a long post.
 - chromium: will not scroll at all.
