Mahara master (1.7.0dev)

In an earlier version of Mahara 1.6.0dev, the setting "Copying allowed"
was shown for site and institution pages / collections on the access
list like for portfolio pages / collections and group pages /
collections. This is not the case anymore. This setting should be made
visible again so that administrators can quickly see which pages /
collections are allowed to be copied.
