tested on Mahara 1.6

When you are in the Resume area, e.g. the skills, cover letter and
interests, there is the WYSIWYG editor. If you have disabled the HTML
editor in the user settings, you don't see anything but can only click
the "Save" and "Cancel" buttons. This needs fixing so that people who
use screen readers can actually use that area. They can't click into
TinyMCE.
