Very small interface issue in "Site Administration -> Groups -> Manage
groups".

When you move the mouse onto the Manage button, no label explaining the
action this button make pops up. Whereas it does pop up on the "Delete"
button.

Noticed in Mahara 1.5, 1.6 and 1.7RC
