Nah, than it'll update all the files to today's date, and people will
think there's been an update when there actually hasn't been. I guess
the simplest thing at this point would be to use "touch -t" to change
the last update time for the langpacks to match each other. It looks
like it's only the English language packs that are out of sync.

In the bigger picture, it would probably be good to introduce a version
number system or something, for the language packs.

Bug description:
  The available langpacks on http://langpacks.mahara.org don't contain
  1.7  where https://translations.launchpad.net/mahara-lang/ does. In
  other words, the sync between launchpad and langpacks.mahara is
  broken.
