Thanks for the report, Simha. It's actually not a bug. When you place an
image into the page using the images block, Mahara sets the permissions
correctly on those images. However, in the header you only provide the
image URL and if the image is not visible to a user through another
context, they won't see it. You see the images because you are the owner
of them. :-)

It will be best not to use images in a page description. In Mahara 1.8
we will have more flexible page layouts which will allow you to have a
top section going across the entire page and more columns below for
example thus making it easier to arrange your content.

  uploaded Images not displaying

  Invalid

Bug description:
  I am using Mahara 1.7 (Gaia University) operating OS X 10.6  - Browser
  - Firefox 23.0.1 (unsure of database)

  I am a Gaia University student, I upload images to Mahara's files as
  jpgs under 50kb and when I insert them into a text block (using image
  url). They appear fine for me but they don't appear for other users.
  This seems to happen sporadically, some appear others do not. In my
  recent collection the images I have placed in the header (page
  description) don't appear (for other users) where others in the page
  body do.
