1.8.0 RC1

When you add a note as a block, the file attachment info comes before
the license info. However, when you go to
/artefact/internal/editnote.php, the license info is shown before the
attachments.

Reverse that so that when you add a text box, the license info comes
before the files attachments. I prefer that order because the license
info is tied to the text. File attachments have their own license
information.
