[Bug 1259743] [NEW] User options cannot be accessed by a screen reader using the arrow keys, but can when using tab

Public bug reported:

When moving through any page (when logged in) with a screen reader, the
user options at the top right (username, Settings, Inbox, Logout) are
never read out when using the arrow keys to navigate. However, they are
found and are read out in the correct order when using the tab key.
Therefore, screen reader users may not be able to find the link to log
out (for example) without significant effort.

Affects latest master (using Orca 3.4.2)

(WCAG Level A)
