Move institution "Edit site pages" (Bug #1282214)

Moved this menu item to the front as institution
admins should not treat it as an afterthought.
The site admin version is also closer to the front.

  Move "Edit site pages" under institution menu

Bug description:
  Related to wishlist item bug #1254299

  I think it would be better to place "Edit site pages" (don't like the
  name, but that doesn't matter here) closer to the front similarly to
  where it is for a site. I'd place it right after "Institutions" and
  before "Members" as it is something that institutions should also set
  up pretty much right from the start instead of making it an
  afterthought.
