Can't open feedback form when HTML editor is turned off

Bug description:
Using git bisect I've identified this as a regression caused by the
patch for bug 1259764.
To replicate:
1. Go to your account settings and untick "HTML editor"
2. Go to a page that allows comments
3. Click the link "Place feedback"
Expected result: You should see the non-wysiwyg feedback form.
Actual result: The link does nothing
