Enable the date fields even the validation failed (Bug 1034213)

If the date is set after the form is submitted but failed for
validation, the date fields (year, month, day, [hour, minute]) should be
enabled

Title:
  When editing the group editablity times with a end date before the
  start date both dates are greyed out after validation

Bug description:
  To reproduce, edit a group, for Start date and End date, uncheck "Not
  specified", then set the end date to before the start date. Click save
  group, you then get an error "The end date must be after the start
  date.", and the two date fields are greyed out again. (but with the
  same values you entered). They should not be greyed out, as the user
  had unchecked that box.
