Like Robert said, this appears to be a bug in the Ubuntu Archive
Manager, rather than a bug in our creation of zip files. When I follow
the test instructions on my computer (which uses a slightly different
zip archive viewer because I'm using the MATE desktop) I do see the
empty directories. And when Robert actually expanded the archive that he
had created, he saw the empty directories in the expanded contents.

  2. Download this folder as a zip file
  3. Extract this file with Ubuntu Archive Manager

  I didn't see the subfolder inside
