  viewskin access error when editing skin

Status in Mahara ePortfolio:

Bug description:
  When an admin user creates a site skin in Administration -> configure
  site -> Skins that same skin appears in their personal skin collection
  in Portfolio -> Skins. When they try to edit it there they get this
  error:
