[Bug 1315956] [NEW] Members of a group should be listed based on their role

In "admin first" option [on group member listing page] it should be
noted that it works fine for groups that only have admins and members.

Some groups have admins, tutors and members. In that case admins get
displayed first and tutors and members get mixed up. It would be good to
sort/display them in the following manner: admins first, tutors next,
members last.
