Hi Mathew,

I've added a patch -> https://reviews.mahara.org/#/c/3394/ that should
theoretically fix this problem but as I don't have access to an actual
windows 8 tablet I will need someone to test the patch to see if it
makes any difference.

I've added the patch to demo.mahara.org to allow for easy testing -
please let me know if the change makes any difference

  Windows 8.1 Touch, drag and drop not working

Bug description:
  When using a touch based Windows 8.1 tablet or desktop with internet
  explorer, the drag and drop function of blocks when editing a page
  does not work at all. Also the mobile the device interface does not
  detect that the browser is running on a mobile device.

  Have tried this with my current build of mahara 1.6.2 and also on the
  demo.mahara.org site and the issue occurs on both.
