Hi Robert,
I have just quickly tried on my venue 8 pro Windows 8 tablet and it now
seems to be displaying the mobile version of the site, will have a more
detailed play with it over the weekend. I will test with a win8 RT tablet
to see if it also fixes the issue.

Thanks for the help so far, will email you back my findings.

  When using a touch based Windows 8.1 tablet or desktop with internet
  explorer, the drag and drop function of blocks when editing a page
