We've recently merged in a feature to report objectionable forum posts:

We're also currently in the process of refactoring the objectionable
page reporting system, to use a generic "objectionable" table that can
store objections about any type of object in Mahara:
https://reviews.mahara.org/#/c/3337/

Once that patch is merged in, we should refactor the objectionable forum
post code to use the new "objectionable" table.
