Does this occur with all users or only certain users?

  Text box takes a long time to load

Bug description:
  Hello,

  We are running Mahara 1.9 on MySQL and have noticed a small, but
  noticeable,  16 second delay when adding a text box to a page. This
  has occurred on Windows 7 and Mac operating systems in Internet
  Explorer 10 and Firefox 26.
