>From Mahara 1.9 on, institutions can have their own institution
dashboard information that overwrites the regular information provided
by the site.

Some sites use the static pages, in particular the logged-out homepage
and the dashboard, to make announcements to all users that they need to
be aware of, e.g. planned outages, upgrades etc. Sending those via
notifications would be good as well (out of scope here), but often it's
valuable to put that directly up on the page.

With the institution dashboards available and in use, this sort of
global announcement is not possible anymore. Site admins also don't know
which institution overwrote the site setting thus their users not seeing
it. They could go through all institutions, but on some sites that is
not practical.

It would be good if site admins could have a space on the homepage and
the dashboard where they can make announcements that must be seen by all
users.
