[Bug 674071] Re: Mahara in promiscuous mode does not set up authentication plugin for incoming peers

With the discussion around replacing MNet, we should look into fixing
this in the new way of connecting Moodle to Mahara as I don't think that
a lot of installations use this setting anyway.

** Changed in: mahara

Title:
  Mahara in promiscuous mode does not set up authentication plugin for
  incoming peers

Status in Mahara ePortfolio:
  Confirmed

Bug description:
  Reproduce:
  =========
  1. Install Mahara 1.3
  2. Enable networking and set 'Auto-register all hosts' to 'Yes'
  3. Install Moodle 2.0
  4. In Moodle, add Mahara as a new peer and setup SSO so that Moodle users can roam to Mahara

  Expected behaviour
  ================
  A new institution for Moodle is created and their users can roam to Mahara immediately without any action needed from Mahara administration

  Actual behaviour
  =============
  A new institution for Moodle is created but the authentication plugin for this institution is not configured and must be added manually.

  Environment: up-to-date git checkouts of 1.3_STABLE (Mahara) and
  cvshead (Moodle)
