No fix is required because we do not support IE8 anymore. We only
support the latest 3 releases of IE.

  IE8 admin/users/institutionusers.php side by side select boxes are
  only 1 line high

Bug description:
  For IE8 on admin/users/institutionusers.php the left and right select
  boxes (that get populated by the choice in the 'users to display'
  select box) are only one line high.

  In IE7 and IE 9+ they display with correct height.
