[Bug 1368443] [NEW] Be able to disallow the editing of certain static pages
Public bug reported:
Since Mahara 1.9, institution admins can overwrite the site static pages
content with their own. They can do so for all pages that are considered
static pages.
Sometimes, it would be good though if they didn't have the power to
overwrite a page, e.g. Terms and Conditions, explanatory pages about the
service offering etc. It would be good to have a setting where the site
admin can decide whether a certain static page can be overwritten or
not.
