Actually I think you will find the 'tutor' option is only available if
the group is grouptype = course.

You can only make groups with grouptype = course if you are an admin on
the site.

Title:
  When a group has 3 or less people it is not possible to assign a
  "Tutor"

Status in Mahara ePortfolio:
  Invalid

Bug description:
  When I am an admin of a group and I am on my group page.

  Then I go to the Members section. And I try to change a role of a
  member to  "Tutor".  The option is only available when the group has
  more than 3 people otherwise the option is not available.

  And it does not tell me that is something that is suppose to happen.
