Public bug reported:

When I am an admin of a group and I am on my group page.

Then I go to the Members section. And I try to change a role of a member
to  "Tutor".  The option is only available when the group has more than
3 people otherwise the option is not available.

And it does not tell me that is something that is suppose to happen.
