[Bug 1382899] [NEW] Regular user can't see "Objectionable content in forum" as notification type

1.10RC1

Regular users who are group admins receive notifications about
objectionable content for the groups that they administer. However, they
cannot set the notification type "Objectionable content in forum" on
their Settings -> Notifications page because they can't see the type.
Only admins can see it. However, anybody who can get objectionable
content messages for forum topics and posts (any group admin and forum
moderator) should be seeing this notification type.
