In Mahara 1.10, we changed the list of instant messaging accounts, to a
list of social media accounts. I hard-coded in some currently popular
ones, but the longer-term goal is to make this list configurable by the
sysadmins or staff.

They should have the ability to:

1. Add new sites, specifying the site name, URL or username pattern, and
optionally a favicon.

2. Hide the hard-coded sites
