[Bug 1393462] Re: Edit content: define my own shortcut-blocktypes
An implementation for this would need to compatible with the changes I
just pushed for Bug 1390339. I guess the way you could do it, is that
the block's "get_category()" function would just be seen as the default
location for the block, for new users.
Drag-and-drop would be nice. An easier (but uglier) way to do it would
be to just use multi-selects, perhaps on the account settings page, kind
of like the interface for assigning users to institutions.

Bug description:
On the Mahara Barcamp 2014 users expressed the wish to be able to
change the shortcut-blocktypes that are displayed above the categories
(currently Text and Image), maybe even be able to rearrange them with
drag and drop. The users argued that different users have different
habits for building pages and thus different preferred blocktypes that
they use mostly/all the time.
