Public bug reported:

1. Turn on comment star ratings (by going to the config page for the
"comment" artefact)

2. Create a page

3. Post a comment on the page, with a star rating.

4. Click the "submit" button

5. When the page reloads after submitting, all the star ratings show up
as grayed-out radio buttons instead of stars
