  Allow admins to restrict who students can share Views with

Status in Mahara ePortfolio:

Bug description:
  As a teacher with a concern for student safety on Mahara it would be
  nice to see a feature where admin could disable/restrict a student's
  ability to create friendship groups and  views to certain people such
  as teachers or potential employers, thus reducing any risk of
  cyberbullying or unsuitable content being passed around amongst
  students.
